SIL provider registration for NDIS accommodation providers

Want to register as an NDIS accommodation provider?

If you provide Supported Independent Living, Respite, Short Term Accommodation, or Specialist Disability Accommodation, we can help you apply for the right NDIS registration pathway with clarity, confidence, and expert support.

For accommodation providers, registration is not just about submitting an application. It is about building the right structure around your housing or support model, preparing documentation that reflects how your service actually operates, and getting ready for a certification-level audit.

Whether you are providing daily living supports in a shared environment, short stays for Participants, or SDA housing for people with very high support needs, we help you approach registration in a way that is commercially practical and audit-ready.

We help accommodation providers prepare tailored policies, supporting documents, and audit readiness systems designed around the way their business actually operates.

Deadline

SIL registration is mandatory. Existing providers must lodge by 1 October 2026.

From 1 July 2026, Supported Independent Living is its own class of support under section 73E of the NDIS Act, and only registered providers may deliver it. A new practice standards module — Module 5A: Assistance with Supported Independent Living — now applies to every SIL provider on top of the Core Module, and is checked through a certification audit.

If you were already delivering SIL before 1 July 2026 you are not shut out overnight: lodge your application by 1 October 2026 and you can keep delivering while the Commission assesses you. Miss that date and your participants will need to move to a registered provider.

Registration pathways

Which registration groups apply to accommodation providers?

Accommodation providers generally look at one or both of the following registration groups, depending on what the business will actually deliver.

0115 · Certification stream

Assistance with Daily Life Tasks in a Group or Shared Living Arrangement

This sits in the certification stream and is commonly relevant for providers delivering Supported Independent Living, respite-style accommodation supports, or support services in group or shared living settings.

0131 · Certification · Supp. Module 5

Specialist Disability Accommodation (SDA)

This sits in the certification stream and links to Supplementary Module 5. It is relevant for providers delivering SDA housing for Participants with extreme functional impairment or very high support needs.

These pathways are related, but they are not interchangeable. 0115 is about the support delivered in the living arrangement. 0131 is about the housing itself. That distinction affects how your business should be structured, what obligations apply, and what the auditor will assess. We help you prepare for the correct pathway so your registration documents, operational systems, and audit readiness all point in the same direction.

Who We Help

We help a wide range of accommodation providers

We work with accommodation businesses at different stages of growth, including:

SIL providers operating in group or shared living environments.
STA and respite providers offering short stays and planned breaks.
Disability accommodation businesses expanding into registered services.
Group home providers seeking certification-level registration.
SDA housing providers building or enrolling compliant dwellings.
Providers combining accommodation with support delivery.
Existing NDIS providers expanding into SIL, respite, or SDA.

Some businesses are primarily support providers. Others are primarily property or housing providers. Others are building a combined model that includes both housing and support functions.

Each of those models creates different registration and compliance requirements. Our role is to help you work out the right pathway before you commit time and money to the wrong structure.

0115 · SIL, STA & Respite

0115 is about support environment, not just the roof over someone's head

If your business is delivering Supported Independent Living, overnight respite, or other supported living arrangements, the core question is whether you can demonstrate safe, person-centred, well-managed support in an accommodation setting. The registration pathway is not just about showing that Participants have somewhere to stay. It is about showing that your organisation can manage the support environment around them properly.

For respite and Short Term Accommodation providers, it is especially important that documentation clearly reflects how short stays are planned, delivered, monitored, and reviewed. A short stay service still needs strong systems around safety, participant compatibility, staffing, routines, and incident response. We help you prepare documentation that reflects these practical realities so your service model stands up to certification audit.

0131 · SDA

0131 SDA requires a housing-focused compliance framework

Specialist Disability Accommodation is a distinct registration pathway with its own expectations. It is not simply SIL with a different funding label. SDA is about the housing component of the arrangement, which means the provider needs to demonstrate that dwellings, participant rights, tenancy arrangements, certification, enrolment, and ongoing compliance obligations are being managed properly.

Because 0131 sits in the certification stream and links to Supplementary Module 5, the application needs to reflect more than general disability support knowledge. It needs to show that the business understands its obligations as an SDA provider, including the clear separation between housing and support, participant choice and control, and the safeguards that apply to accommodation arrangements.

For many providers, the key challenge is making sure the housing side of the business is documented and structured just as carefully as the support side. We help you prepare for that by building documentation and systems that reflect the obligations of SDA delivery rather than treating them as an add-on after the fact.

Housing + Support

When housing and supports sit together, the structure needs to be deliberate.

Some accommodation businesses want to provide both the housing and the supports around it. That can be a strong and viable model, but it also creates more complexity. When one organisation is involved in both sides of the arrangement, the registration strategy needs to show clear thinking around participant choice, operational separation, referral practices, tenancy arrangements, and how conflicts of interest are identified and managed.

This is one of the biggest reasons providers seek specialist support before applying. It is not enough to have good intentions or a good property asset. The business model needs to be capable of withstanding external scrutiny. We help you structure your application and supporting documents so the relationship between housing and support is clear, defensible, and aligned with participant safeguards.

Why Avaana

We are your NDIS registration experts

Your dedicated consultant starts with a kick-off call to understand your accommodation model, the services you want to deliver, whether you are applying for 0115, 0131, or both, and how your business is currently structured. We use that information to shape a registration pathway that fits the commercial and operational reality of your business.

From there, we prepare a tailored first draft of your application and supporting documentation, including your policy suite, based on the registration groups and modules that actually apply to your accommodation model. We do not hand over generic templates and leave you to work out how they fit. We tailor the documentation to your staffing structure, governance framework, property environment, housing and support arrangements, and audit pathway.

We then make unlimited changes to your documentation so your business processes align with the prepared policies and procedures, and we coach you on how to use those documents during the audit process. If your application includes 0131 Specialist Disability Accommodation, we also help ensure the documentation properly reflects the expectations of Supplementary Module 5.

If you do not pass your audit based on the documentation we prepare for you as part of our consultancy service, we offer a 100% money-back guarantee in relation to our fees.

Value

Why accommodation providers choose Avaana

Accommodation providers do not need generic registration advice. They need a pathway that fits the way accommodation services are actually delivered. That means understanding the difference between SIL supports and SDA housing, knowing when 0115 is the right fit, understanding when 0131 and Supplementary Module 5 apply, and preparing documentation that reflects the day-to-day reality of staffing, participant supports, environments, and housing-related responsibilities.

That is where we add value. We help you build a registration strategy that matches your service model, support environment, housing structure, risk profile, and growth goals. Whether you are launching a new accommodation service, expanding into SIL, building an SDA portfolio, or combining housing and support delivery, we help you approach registration in a way that is structured, credible, and commercially sensible.

Timeline

Lodging is the deadline. Approval comes later.

1 Oct 2026

If you are already delivering SIL, the date that matters is the date you lodge — not the date you are approved. Lodge by 1 October 2026 and you keep delivering while the Commission assesses you. That first step is measured in days or weeks, not months.

Step 1 · You control this
2 days to 4 weeks
Documentation prepared — two days on our fast track, three to four weeks on the regular timeline.
Step 2 · The deadline
Lodgement
Your application goes in. If you were delivering SIL before 1 July 2026, you can keep delivering from here.
Step 3 · Your auditor

Frequently asked

SIL & SDA registration, answered.

Still not sure which pathway fits your accommodation model? Book a free consultation and we'll walk you through the options — no commitment.

Is SIL registration mandatory?

+

Yes. From 1 July 2026, Supported Independent Living is its own class of support under section 73E of the NDIS Act, and only registered providers may deliver it. If you were already delivering SIL before that date, you may continue while your application is assessed, provided you lodge by 1 October 2026.

What is Module 5A?

+

Module 5A: Assistance with Supported Independent Living is the practice standards module that now applies to every SIL provider, on top of the Core Module. It is assessed through a certification audit, which means a site visit and interviews rather than a desktop review. Our guide to Supported Independent Living covers what it requires in detail.

What happens if I miss 1 October 2026?

+

The transitional arrangement only protects providers who have lodged. If your application is not in by 1 October 2026, you cannot continue delivering SIL while you apply, and your Participants will need to move to a registered provider. You can still apply after that date, but there is a gap in service.

What is the difference between SIL and SDA?

+

SIL is about the supports delivered to help Participants live as independently as possible. SDA is about the housing itself. They are separate funding concepts and separate operational areas, even where one business is involved in both.

Does 0115 sit in the certification stream?

+

Yes. 0115 Assistance with Daily Life Tasks in a Group or Shared Living Arrangement sits in the certification stream.

Does 0131 sit in the certification stream?

+

Yes. 0131 Specialist Disability Accommodation sits in the certification stream and links to Supplementary Module 5.

Can one business apply for both 0115 and 0131?

+

Yes. Some businesses apply for both, particularly where they provide both accommodation supports and SDA housing. The structure needs to be planned carefully so the model remains clear and defensible.

Do SDA providers need separate systems from support providers?

+

SDA providers need clear systems around housing obligations, participant choice, tenancy or occupancy arrangements, and the separation of housing from support delivery.

Can Avaana help if I'm starting from scratch?

+

Yes. We work with new entrants, expanding providers, and established businesses adding new accommodation service streams. If you are not yet registered for anything, start with the NDIS registration process.

Build your NDIS accommodation business the right way.
